Gov. Mark Dayton appointed five judges to the Hennepin County bench today, drawing from the U.S. attorney, the private bar and a low-income client organization for his picks.
Marta M. Chou is a member of the litigation department at Barnes & Thornburg and a graduate of the University of Wisconsin School of Law. She is co-chair of the professional development committee at Twin Cities Diversity in Practice and a former chair of the diversity committee of the MSBA.
Nicole Engisch is the criminal division chief at the United States Attorney’s Office and a graduate of the Univeristy of Minnesota School of Law. She is a former board member of the Volunteer Lawyers Network.
Thomas S. Fraser is a shareholder at Fredrikson & Byron and a graduate of Harvard Law School. He is the chair of the judiciary committee of the MSBA, chair of the board of Call for Justice and a board member of the Council on Crime and Justice.
Carolina A. Lamas is the executive director of the Neighborhood Justice Center and a graduate of the University of Minnesota School of Law. She is vice president of the American Civil Liberties Union of Minnesota and a former president of the Minnesota Hispanic Bar Association.
Bruce D. Manning is a partner at Robins, Kaplan, Miller & Ciresi and a graudate of the University of Michigan Law School. He earned his Masters of Public Policy from the Gerald R. Ford School of Public Policy at the Univeristy of Michigan. He is a former member and vice-chair of the Zoning Board of Adjustment for the City of Minneapolis.
The appointees will fill vacancies created upon the retirements of Judges John Holahan, William Howard, Marily J. Kaman, Richard Scherer and Lloyd Zimmerman
